The Tor Project has introduced a dedicated Android app designed to make it much easier for ordinary users to help people living under internet censorship.
The app, called Snowflake Volunteer, turns an Android phone into a Snowflake proxy. Instead of using the app to browse the web themselves, volunteers allow their internet connection to act as a bridge for people who cannot freely reach the Tor network. The app became publicly available in 2026 after testing earlier in the year.
How does it work?: Snowflake is part of Tor’s censorship circumvention technology. When someone in a heavily censored region cannot connect directly to Tor, their connection can be routed through a volunteer’s Snowflake proxy in an uncensored location.
The system uses WebRTC, technology commonly associated with voice and video communications, to make the connection resemble ordinary internet traffic rather than an obvious Tor connection.
The important part is that the volunteer doesn’t become the Tor user’s final destination on the internet. Snowflake acts as a bridge between the censored user and the Tor network; the user’s eventual browsing traffic exits through Tor rather than appearing to originate from the volunteer’s home IP address.
Why An Android App Matters: Snowflake proxies have existed for years through browser extensions, web pages and other Tor-powered applications. But a dedicated Android application lowers the technical barrier considerably.
Tor says its existing Snowflake infrastructure already has a large volunteer base, with more than 127,000 Snowflakes shown on its current network page.
The new app effectively turns an Android smartphone into a simple “help someone else get online” switch. Volunteers can contribute spare bandwidth without needing to understand how Tor’s underlying network operates.
Why This Is Important: Internet censorship is increasingly becoming a technical battle between governments attempting to restrict access and organisations developing tools to circumvent those restrictions.
For people in countries where websites, social networks, news outlets or even much of the international internet are blocked, Tor can provide an alternative route to information. Snowflake makes that route harder for censors to shut down because blocking it comprehensively could require interfering with technologies and traffic patterns that resemble normal internet communications.
The model is particularly interesting because the network grows through ordinary people’s participation. Someone with an uncensored internet connection can contribute bandwidth, while someone facing censorship can use that volunteer infrastructure to reach Tor.
The Broader Picture:
This isn’t simply another privacy app. It’s an example of crowdsourced internet freedom infrastructure.
Tor’s approach essentially distributes the job of fighting censorship across thousands of volunteers rather than relying exclusively on centralised servers. More volunteers mean more potential connection points, making it harder for censors to identify and block every route into the network.
The dedicated Android app could therefore help Tor expand participation beyond technically sophisticated desktop users and make smartphones themselves part of the global anti-censorship infrastructure.
